About CORE

CORE Coalition is a movement dedicated to rebuilding society around principles of justice, transparency, and human dignity. We believe that when people are empowered with knowledge and given genuine agency, they can create systems that work for everyone.

Our work begins locally and expands thoughtfully. We're not imposing change – we're offering a framework that communities can adapt and adopt.

Our Message

The world doesn't have to be this way. Systems built on extraction and opacity can be replaced with systems built on transparency and service.

We're calling for those who see the problems to join us in building solutions. Not through force, but through sustained, thoughtful community work that proves another way is possible.

Why CORE Exists

People lack reliable access to essentials and clarity on their rights. Systems are opaque and incentives often reward extraction over service. CORE exists to align power with responsibility through a practical charter communities can use.

What is Praxism?

Praxism is a practice-first model: write the rules, publish them, measure results. It is built around four documents that stay public and versioned:

  • Constitution: roles, checks, open records, audits.
  • Bill of Rights: universal essentials and civil liberties.
  • Criminal Code: clear harms, proportional responses.
  • Technology Rights: data property, privacy, safety.

What We Stand For

  • Every person's access to housing, healthcare, food, education, and privacy.
  • Government limited by law and transparent by default.
  • Technology that is safe, documented, and accountable to the public.

What We Fight

  • Secretive decision-making and conflicts of interest.
  • Predatory data collection and surveillance without consent.
  • Policies that criminalize poverty or restrict essential access.

Core Principles

Human Dignity
Universal rights to speech, due process, privacy, equality, and access to housing, food, water, healthcare, and education.
Justice & Due Process
Independent courts, public trials, right to counsel and appeal, strict standards for evidence, and transparency.
Transparency & Anti-Corruption
Public budgets, open registers, whistleblower protections, lifetime bans for corrupt officials.
Citizen Assembly
Randomly selected oversight chamber with referendum powers and legislative review.
CORE Authority
Operational branch coordinating defense, science, engineering, medical, and relief missions under constitutional limits.
Citizen Credits System
Public services funded upfront. No income or consumption taxes; services guaranteed as rights.

Governance Structure

Four co-equal branches: Praetor, Global Council, Citizen Assembly, and CORE Authority. Checks and balances enforced by the Supreme Tribunal.

  • Open legislative sessions with mandatory archives.
  • Citizen petitions and referenda for direct democracy.
  • Sunset provisions for laws, periodic reviews.

Justice System

Criminal classifications by harm: Class 1-3 Felonies and Misdemeanors. Capital crimes limited to the gravest offenses; rehabilitation prioritized for nonviolent cases.

  • Automatic review for severe sentences.
  • Anti-corruption courts with asset seizure powers.
  • Public trials except narrow privacy/security cases.

Technology Rights

People own their data. No sale or licensing of personal information. Strong client-side privacy, transparent systems, and public access to state-funded research.

  • Right to digital privacy and secure communications.
  • Open-access scientific outputs funded by the public.
  • Independent audits of critical platforms.

Digital Media & Commerce

Predatory advertising and dark contracts are abolished. Platforms must label content, end coercive billing, and respect user rights.

  • Truth-in-advertising certification.
  • Fair user agreements – no hidden waivers.
  • Citizen Complaint Boards with binding powers.

AI & Automation

Algorithmic systems must be transparent, auditable, and aligned with human rights. No automated decisions that affect liberty or access without human review.

  • Public documentation of AI systems in government.
  • Right to explanation for algorithmic decisions.
  • Prohibition on discrimination in automated systems.

Infrastructure & Access

Digital infrastructure is a public good. Universal broadband access, affordable devices, and digital literacy programs guaranteed as rights.

  • Public digital commons and open-source standards.
  • Protection from monopolistic control.
  • Community digital support centers.
